Implementation Meetings

Round Table Process in 2014

Following the success of the 11th High Level Round Table Meeting organized in Vientiane from 19-21 November 2013 (11th HL RTM 2013), Round Table Process (RTP) in Laos for 2014 has been entering into an important phase to ensure:

    1. A successful implementation of the 16 recommendations arising from the 11th HL RTM 2013;
  1. An establishment of objectives and agenda for the Round Table Implementation Meeting (RTIM), which will be organized in Vientiane toward the last quarter of 2014. Setting up the RTIM 2014 objectives and agenda is import as it will not only capture what have been done to materialize the outcomes of the 11th HL RTM but also ways forward for the achievement of the current NSEDP goals including MDGs by 2015;
  2. A move forward with development effectiveness agenda through the implementation of the revised Vientiane Declaration Country Action Plan and being part of the global framework on global partnership for effective development cooperation;
  3. A practical and smooth coordination within and across Sector Working Groups and a creation of an effective link with the Round Table (Implementation) Meetings
  4. A wider and constructive participation of all stakeholders not only at national, but sectoral and provincial levels.

With the highlighted mandates, a number of key activities and milestones are planned for 2014 and some of those activities have already token place. Please also refer to the 2014 RTIM Road Map for further information. 

I. A concept for the 2014 Round Table Implementation Meeting

Following the success of the 11th High Level Round Table Meeting (HL RTM) organized in Vientiane (19-21 November 2013), Department of International Cooperation (DIC) – Ministry of Planning and Investment (MPI) prepares this roadmap to highlight the objectives, agenda and the key milestones for the preparation of the 2014 Round Table Implementation Meeting (2014 RTIM), which will be organized during the last quarter of 2014. This roadmap has been designed by taking three important factors into consideration:

    • First, the establishment of the RTIM 2014 objectives and agenda is important as it will not only capture what have been done to materialize the outcomes of the 11th HL RTM but also ways forward to achievement of the NSEDP goals including MDGs by 2015.
    • Second, key milestones and a summary of the 11th HL RTM action points specified under this roadmap will then help inform line ministries, provincial authorities and development stakeholders in ensuring a smooth preparation of the annual 2014 RTIM and a follow up of the substantive conclusions of the 11th HL RTM, respectively. 
    • Third, these along with the implementation and monitoring of the VDCAP agenda are the main tasks of the periodical Chairs and Co-chairs Sector Working Groups (SWGs).

The objectives of the 2014 RTIM

The 2014 RTIM is organized in conjunction with the annual implementation of the 7th NSEDP where the preparation for the 8th NSEDP (2016-2020) is also taking place, the follow up actions on the outcomes of the 11th HL RTM, and actions to strengthen global and national partnerships to accelerate the achievement of MDGs by 2015. Therefore, the objectives of this year RTIM are three folds:

    • To highlight the NSEDP annual achievements and challenges and then the progress update of the preparation of the 8th NSEDP (2016-2020);
    • To report on the progress of follow up action points from the 11th HL RTM; and
    • To identify practical actions and map out how medium and long term resource requirements can be mobilized for the 7th NSEDP and MDGs by 2015 and beyond.

Expected outputs of the 2014 RTIM

With the three objectives mentioned above, the Government of Lao PDR anticipates that the expected outputs of the 2014 RTIM are straightforward:

    • First, the Government of Lao PDR expects that the 2014 RTIM will be a platform for a high quality policy dialogue where clear and practical suggestions and actions are spelt out under mutual understanding between the Government of Lao PDR and donor community including private sectors and non-profit organizations for the achievement of the 7th NSEDP and MDGs by 2015;
    • Second, the Government of Lao PDR expects that strategic suggestions including practical actions for the preparation of the 8th NSEDP (2016-2020) will be made available during the 2014 RTIM; and 
    • Third, the Government of Lao PDR expects that the 2014 RTIM will generate concrete recommendations and actions to apply holistic approach to map out the resource requirements for the remaining 7th NSEDP including MDGs and the 8th NSEDP.

II. 2014 Round Table Provincial Consultation in Saravane Province

This year’s Provincial Consultation took place in Saravane province between 15th and 17th September 2014, prior to the annual RTIM tentatively scheduled for 14th November 2014 in Vientiane, Lao PDR. Saravane was chosen to host this year RTIM Provincial Consultation as it is not only one of the three pilot provinces for the implementation of the Multi-sectoral Food and Nutrition Security Action Plan, which can provide lesions learnt to other two pilot provinces: Luang Namtha and Udomxay,

This Consultation was designed to capture the recent progress since the Laung Namtha consultation and a need to help with the National FNS Secretariat to coordinate and support the implementation of the Multi-Sectoral Food and Nutrition Security Action Plan (not only at the national but also the provincial levels). It is a platform to help facilitating the design of the interventions and the effective coordination for their implementation based on lessons learnt and experience of the three pilot provinces, namely Oudomxay, Luangnamtha and Saravan provinces.

The outcome of this Consultation is a set of focused recommendations and key messages, which will be presented and discussed at the RTIM in November 2014 and it will help ensure the incorporation of local perspectives during the preparation of the 8th NSEDP (please refer to the report of the Provincial Consultation for more information).
