2018 Round Table Meeting to reflect the Mid-term review of the 8th NSEDP, the SDG Voluntary National Review, and LDC review

Monday 28 May 2018, 1:30 PM at MPI: The Ministry of Planning and Investment today organized a Meeting of the Chairs and Co-chairs of Sector Working Groups and related stakeholders. This meeting was chaired by H.E. Dr. Souphanh Keomixay, Minister of Planning and Investment; and co-chaired by Ms. Kaarina Immonen, UN Resident Coordinator and UNDP Resident Representative. More than 80 representatives from line ministries and international development partners – including  ASEAN countries – as well as representatives from private sector, civil society and participated.

The key objective of the meeting was to update on progress and finetune the preparation of the Round Table Meeting, which is expected to be held in November 2018.

The meeting reviewed the outcomes of the National Steering Committee Meeting on the Round Table Process, which had approved the 2018 Round Table concept and roadmap, including the main themes of the 2018 meeting: 1) Mid-Term Review of the 8th NSEDP, 2) SDG Voluntary National Review, and 3) LDC review. The Steering Committee had tasked the Department of International Cooperation at the Ministry of Planning and Investment and the line ministries to work closely with all national and international partners to ensure the success of this year’s Round Table Meeting as a follow-up to the 2017 meeting.

H.E. Dr. Souphanh Keomixay emphasized the importance of further strengthening horizontal and vertical partnerships. In this regard, the Round Table Process and Sector Working Group work plans need to be more results-oriented, with clear indicators and targets. They should find innovative ways to ensure a difference made to life of people on the ground. At the end of day, this is all development cooperation is about.

“The review on Least Developed Country graduation earlier this year has for the first time confirmed our eligibility to graduate from this category of countries, with progress achieved against all three graduation criteria, especially the Gross National Income per Capita (USD 1,996 against the threshold of USD 1,230) and the Human Assets Index (scoring 72.8 against a threshold of 66)” the Minister said. “However, Lao PDR is still below the Economic Vulnerability Index (EVI) threshold. The Mid-Term Review of our 8th five-year plan will now provide important recommendations for the second half of this NSEDP and for the development of the next one. It will help us define vulnerabilities for us to better target our interventions. Therefore, the Sector Working Groups’ contributions to the Mid-Term Review will be essential.”

UN Resident Coordinator and UNDP Resident Representative Ms. Kaarina Immonen, who co-chaired the meeting, thanked all partners for improving the Round Table Process over recent years. She stressed pressing issues related to the budget. Development cooperation should therefore be leveraged where possible to enhance the development impact of domestic and external private flows and to make public flows more efficient and effective. “We are happy to see the draft Voluntary National Review is highlighting crucial development achievements but also remaining challenges in a forward-looking manner.” She said. Similarly, she underlined the importance of the Mid-Term Review of Lao PDR’s National Plan taking place an open, consultative and constructive manner. “Together with the LDC Review, these will constitute the backbone inputs to the Round Table Meeting.”

2018 will also see a review of the Vientiane Declaration Country Action Plan, the joint national action plan for aid effectiveness. This will be launched in conjunction with the monitoring of progress against the Global Partnership for Effective Development Cooperation.

The meeting was carried out successfully and closed at noon of the same day.
