Governance Sector Working Group Organizes Technical Meeting for the Sub-Sector Working Group

on Public Service Improvement and Citizen Engagement

On the morning of October 10, 2025, the Cabinet Office of the Central Committee for Organization and Personnel (CCOP), as the Secretariat for the Governance Sector Working Group (GSWG), organized a technical meeting of the Sub-Sector Working Group on Public Service Improvement and Citizen Engagement (Sub PSI & CE). The meeting was honored to be chaired by Mr. Vanna Boupha, Head of the Cabinet Office of the CCOP and Head of the GSWG Secretariat.

The participants included heads of departments, deputy heads of departments, heads of divisions, and technical staff from various Ministries and central agencies, along with representatives from embassies, development partners, and international organizations based in the Lao PDR, specifically: the United Nations (UN), the European Union (EU), the Swiss Agency for Development and Cooperation (SDC), and GIZ, as well as representatives from NPAs/CSOs, totaling 60 participants.

The main objectives of the meeting were to:

1. Present and report on the results of the organizational restructuring and the various challenges encountered during the implementation over the past three months.
2. Lay out the future direction for the continued implementation of the organizational restructuring work.
3. Raise awareness and understanding about the government’s organizational restructuring situation among participants. This specifically focused on the Resolutions, Orders, and Decisions of the Party and the Government regarding the organizational restructuring, which form the basis for this current government restructuring.
4. Serve as a platform for discussion, explanation, and clarification by the Department of Public Administration Development regarding the challenges, conveniences, and difficulties in this restructuring process. It was noted that all sectors showed unified interest in exchanging views in a positive atmosphere.

Mr. Vanna Boupha, Head of the Cabinet Office of the CCOP and the GSWG Secretariat, stated that “organizational restructuring is an implementation of the Party and State’s organizational guidelines at both the central and local levels to make the apparatus more compact, streamlined, efficient, and strong. The essence of this is to manage the organization in order to use resources in an economical, valuable, highly beneficial, and sustainable manner, and to ensure that the activities of each sector proceed normally and continuously, especially those supported by development partners that are related to government organizational restructuring.

Mr. Vanna Boupha also urged all participants to convey the spirit and content of the discussions to their respective organizations for reporting and further implementation. Following the technical meeting, the Governance Sector Working Group will prepare the content for reporting to the GSWG Annual Meeting and the 14th Round Table Meeting, which is scheduled to be held in mid-November 2025.
