A reflection and action agenda workshop on the Global Partnership for Effective Development Cooperation results, Vientiane Declaration and Country Action Plan implementation review findings and a plan for the new VD and VDCAP
On August 8, 2025, the International Finance and Cooperation Department, Ministry of Finance, hosted a consultation to review the 4th monitoring round of the Global Partnership for Effective Development Cooperation (GPEDC) in the Lao PDR and discuss a new operational plan for the upcoming Vientiane Declaration

The meeting was chaired by Mr. Vongkhamheng Vongthachack, Director General of International Finance and Cooperation Department, and co-chaired by Mr. Dao Xuan Lai, UNDP Resident Representative in the Lao PDR. Ninety-four participants attended, including representatives from government ministries, development partners, international organizations, civil society, and the private sector, at Double Tree by Hilton Hotel Vientiane.
Discussions covered key challenges from the monitoring round, such as the shift in development financing from grants to loans, and how to align resources with national priorities. Participants also reviewed progress from the current Vientiane Declaration (2016–2025) to inform the new 10-year plan (2026–2035) and 5-year operational program.
The meeting consolidated feedback from stakeholders across sectors, ensuring the new Vientiane Declaration will reflect shared priorities for national socio-economic development. It will be a central document for the High-Level Round Table Meeting at the end of 2025.
