Annual Review Meeting: The Support Programme for NSEDP Implementation towards LDC Graduation, MIC Transition and SDG Achievement (2017-2021)

Vientiane, morning of the 16th January 2018: Ministry of Planning and Investment in collaboration with UNDP organized the Annual Review Meeting of the Programme of “The Support Programme for NSEDP Implementation towards LDC Graduation, Middle Income Country (MIC) Transition and SDG Achievement (2017-2021)” at Ministry of Planning and Investment.

With active participation of more than 50 representatives from Government agencies including the Sector Working Groups and line ministries as well as development partners, the meeting was chaired by His Excellency Dr. Kikeo Chanthaboury, Deputy Minister of Planning and Investment, and co-chaired by Ms. Kaarina Immonen, UN Resident Coordinator and UNDP Resident Representative.

The objective of the meeting was to review and report on progress/achievements/challenges faced during 2017 implementation of the Programme of Support by the Government of Luxembourg and UNDP to Ministry of Planning and Investment and Ministry of Foreign Affairs towards LDC Graduation, MIC Transition and SDG Achievement. In addition, the meeting also aimed at drawing an agreement among the Programme Board and endorse on the Programme Annual Work Plan.

In this important occasion, His Excellency Deputy Minister of Planning and Investment had highlighted the importance, achievements and lessons learnt from the implementation of the programme for the previous year that: “the main aim of the new Programme is to further develop and strengthen the individual and institutional capacities of the Government needed for the 8th National Socio-Economic Development Plan (NSEDP 2016-2020) implementation aimed at graduation from status of Least Developed Country (LDC), transition to upper middle-income country (MIC) and achievement of the SDGs. Therefore, it is necessary that monitoring and reporting of the programme needs to be more focused on outputs and outcomes”.

He also highlighted the government priorities that are going to happen during 2018 including a Visit Laos Year 2018, Mid-term review of the 8th NSEDP, including the LDC review and the SDG implementation progress to be presented as the 1st National Voluntary Review (VNR) Report at the High Level Political Forum on SDGs in July 2018. The government will also carry out a review of the implementation of the Vientiane Declaration in light of the third global survey on partnership for effective development cooperation, preparation for the next National Human Development Report and finalisation of various national survey such as labour survey, LSIS and others to support monitoring and reporting on progresses made on implementation of national development agenda.

In accomplishing these priorities with high efficiency and effectiveness, Dr. Kikeo Chanthaboury draw attention on a better coordination among involved parties, put more efforts to ensure that we create, monitoring an implement budget carefully, more efforts to create dynamic partnerships for the programme implementation by involving south-south partners, private sector and other partners will certainly ensure greater achievement of results. “We need to explore whether and how that support can be provided together with other DPs. Therefore, we need to pay attention to what we need to mobilize from other development partners which needs to be planned strategically and realistically,” said Dr. Kikeo Chanthaboury, the Deputy Minister of Planning and Investment.

The meeting was chaired by Dr. Kikeo Chanthaboury, Deputy Minister of Planning and Investment, and co-chaired by Ms. Kaarina Immonen, UN Resident Coordinator and UNDP Resident Representative.

In this occasion, UNDP Resident Represenative, Ms. Kaarina Immonen, added to her remark to stress the success of the programme implementation, which reflected in a great success of the Round Table Implementation Meeting held in Champassak end of 2017; and she also pointed out importance of expanding the partnership to achieve the objectives of the programme that “It is a good occasion to emphasize that the last RiTM, held in Champasack province, was a real success. It has met our expectations as the overall process, from development partners’ perspective, has indeed been improving year after year. In 2018, it is planned to have a “special high level” Round Table Meeting, for which I am pleased that Mr. Achim Steiner, the UNDP Administrator, has already accepted in principle your government’s invitation to attend. Therefore, let’s keep in mind the importance of also having on board stakeholders such as the private sector, the importance of developing the South-South and triangular cooperation etc. within the region to start with.”

The meeting was carried out successfully and closed at noon of the same day.
