The 3rd quarterly meeting of the Sector Working Groups secretariat
On September 4, 2025, in Vientiane Province, the International Finance and Cooperation Department, Ministry of Finance, as a Head of the Round Table Process secretariat, hosted a The 3rd quarterly meeting of the Sector Working Groups secretariat to review the progress achieved from all SWGs against the annual work plan and discuss the preparation of the upcoming 14th High-level Round Table Meeting, which is scheduled on 19 November 2025.
The meeting was chaired by Mr. Vongkhamheng Vongthachack, PhD. Director General of the International Finance and Cooperation Department (Head of National Round Table Process Secretariats) with 49 participants, including 15 of Female from Sector working groups.
Discussion covered many significant areas of progressive updates against the annual work plan and plans for remaining period, tasks that need to be delivered in order to ensure a well-prepared 14th HL-RTM, and the initiation of the SWG restructure to align with the recent government restructuring.
The Chairperson provided the following guidance during the session:
(1) The Round Table Process Secretariat will issue formal requests to relevant sectoral agencies to compile and submit documentation related to preparations for the High-Level Round Table Meeting. This includes organizing exhibition booths to showcase each agency’s work.
(2) The presentation of the pre-final draft of the 10th NSEDP at the High-Level Round Table Meeting will serve as the final version before its official approval in early 2026.
(3) Discussions will continue among concerned parties regarding progress toward graduation from least developed country (LDC) status and the implementation of recommendations outlined in the third Voluntary National Report.
(4) The Vientiane Declaration and a newly developed Action Plan will be presented at the 14th HL-RTM.
The meeting was agreed that the Round Table Process Secretariat have to take lead on convening meeting with sectoral agencies to enhance organizational mechanisms, particularly in response to recent ministerial mergers.
Sectoral agencies take encouraged to review profiles on RTIM website and provide updated information. To support this, the Secretariat will distribute a list of required documents to guide agencies in submitting the necessary updates.
Coordination between sectoral agencies and the Round Table Secretariat will continue using the existing mechanism, specifically through collaboration between 10 SWGs Secretariats and the National Round Table Process Secretariats.
